How Victoria duty works
Victoria charges land transfer duty on a marginal scale at the bottom of the market, then switches to flat rates on the whole value: 5.5% between $960,000 and $2 million, 6.5% above that. There is no separate investor scale - the same rates apply whether or not you live in the property, though a principal-place-of-residence concession exists for homes up to $550,000.
First home buyers are exempt to $600,000 with a phase-in to $750,000 - meaningful in Melbourne's middle market. For investors, duty joins the CGT cost base rather than being deductible each year; the Deal Auditor carries it through the full ten-year picture.
